Secure Fiscal Systems for POS and Retail

Fiscalization in Europe – Detailed Swissbit Country Overview

Across Europe, electronic point-of-sale (POS) systems are subject to country-specific fiscal regulations designed to prevent manipulation of transaction data and to ensure transparency, integrity and auditability. Swissbit supports POS manufacturers, system integrators and platform providers with proven security, storage and fiscal technologies that enable a legally compliant, scalable and future-proof implementation of national fiscal requirements. Swissbit acts strictly as a technology and component provider and does not perform any certifying, supervisory or governmental functions.

Germany

Regulatory framework

In Germany, fiscalization requirements are defined by the Cash Register Security Ordinance (KassenSichV).
The technical specifications are set out in the BSI Technical Guideline TR-03153.

Practical implementation

Electronic recording systems must be operated with a certified Technical Security Element (TSE) that digitally signs all relevant transactions.
The regulation requires tamper-proof storage of transaction data, the ability to export data in DSFinV-K format for audits, and notification of cash register systems to the tax authorities.
These requirements apply equally to local, networked and cloud-based POS systems.

Role of Swissbit

Swissbit offers both hardware-based TSE products in multiple form factors and cloud-based TSE solutions.
Swissbit products provide the technical basis for compliance, while system manufacturers and operators remain responsible for correct integration and operation.

Austria

Regulatory framework

In Austria, fiscalization of electronic cash register systems is governed by the Cash Register Security Regulation (RKSV).
The regulation applies to all electronic recording systems that process cash transactions, regardless of their technical architecture.

Practical implementation

The RKSV requires each cash transaction to be secured by an electronic signature generated by a legally compliant security device.
Receipts must include a machine-readable code that allows verification of the transaction signature.
Cash registers and signature devices must be registered with the tax authority via FinanzOnline, and monthly and annual receipts must be generated and retained.

Role of Swissbit

Swissbit supplies hardware-based and cloud-capable technical components that can be integrated into Austrian fiscal solutions.
The legal responsibility for correct registration, operation and reporting remains with the system operator and authorized solution providers.

Why Swissbit

  • Combination of hardware and cloud technologies

  • Integration into established POS and SaaS landscapes

  • Designed for long-term operation in regulated environments

Relevant Swissbit products

France

Regulatory framework

Fiscal requirements for electronic cash register systems in France are defined in the Code général des impôts, in particular Article 286. The purpose of the regulation is to prevent subsequent manipulation of transaction data and to ensure that all business transactions are recorded in a complete, chronological and immutable manner.
The legal framework is technology-neutral and focuses on outcome-based principles rather than prescribing specific technical implementations.

Practical implementation

French law defines four core principles that must be fulfilled by compliant POS systems: data immutability, data security and integrity, chronological recording of transactions, and compliant long-term archiving.
POS manufacturers must be able to demonstrate that transaction data cannot be altered retrospectively and that any system events affecting fiscal data are fully traceable.
Compliance may be demonstrated either through certification by an accredited body or through an individual declaration issued by the manufacturer.

Role of Swissbit

Swissbit provides technical security and storage components that support the implementation of these principles at system level.
Swissbit does not issue certifications and does not replace the legally required conformity assessment of the POS system.

Why Swissbit

  • Proven fiscal and security technology from regulated European markets

  • Modular components adaptable to different compliance strategies

  • Long-term availability for international POS rollouts

Romania

Regulatory framework

In Romania, fiscal regulations require permanent and immutable storage of fiscal transaction data.
The objective is to ensure integrity, traceability and availability of transaction records for tax audits.

Practical implementation

Fiscal data must be stored in a way that prevents subsequent modification or ensures that any changes are clearly identifiable.
In practice, fiscal memory and journal modules are commonly used to technically implement these requirements.

Role of Swissbit

Swissbit supplies specialized storage solutions that are used as components within nationally approved fiscal devices.
Swissbit does not certify fiscal devices and does not replace national approval procedures.

Why Swissbit

  • Robust storage technologies for fiscal applications

  • High data integrity and industrial reliability

  • Long-term availability for regulated device platforms

Slovakia

Regulatory framework

In Slovakia, electronic cash register systems are subject to legal requirements aimed at ensuring tamper resistance and complete recording of fiscal transactions.
These requirements form part of the national framework for fiscal control and tax audits.

Practical implementation

Fiscal transaction data must be recorded completely, stored in chronological order and protected against subsequent modification.
Specialized fiscal storage solutions are typically used to meet these requirements in practice.

Role of Swissbit

Swissbit provides storage technologies that are used as technical components within compliant fiscal systems.
Responsibility for system-level compliance remains with the system manufacturer and operator.

Why Swissbit
